The regulations covering charging are complicated. Councils have the discretion to charge carers for the support services they receive (but do not generally do so).

The Code of Practice for the Social Care and Well-being (Wales) Act 2014 states:

‘Ultimately, a local authority must ensure that any charges do not negatively impact on a carer’s ability to look after their own health and well-being and to care effectively and safely for the cared for person.’

Financial assessment

You would always be offered a financial assessment in the first instance. You have the right to say ‘no’ to this. You may wish to seek advice before deciding what to do next.

When charging is not allowed

The local council must not charge you for any care and support provided directly to the person you are looking after. Young carers must not be charged for support services.

NOTE: No-one in Wales will be asked to pay more than £100 a week (2022/23) towards their personal care services, no matter how many hours support they receive.
